Business Service Contract Image Service Contracts include a wide variety of service functions, from Ambulance Services and Security Guard Services to Government Relations and Marketing Consulting.  Service contracts are procured and executed using two separate processes:

Solicitation For Bid (SFB)

Lambert provides prospective bidders with job specifications and minimum qualifications. Lambert selects the lowest (dollar amount) and best bid for award of a contract.

Request for Proposal (RFP)

When needed, Lambert seeks the most qualified consultants through an RFP. A committee selects the consultant based on qualifications and responsiveness to the RFP document.

Contract Award

All airport service contracts must be approved by the St. Louis Airport Commission and the City of St. Louis Board of Estimate and Apportionment.

Concessions Image

Concessions involve all business operations at Lambert including food and beverage, newsstands, bookstores, retail sales and other services.

Concession Bid Solicitation

All concession contracts must be competitively bid. Lambert will conduct a pre-bid meeting for all interested parties. Concession bids are publicly opened and read. The Airport Properties Department reviews all submitted bids. A contract will be awarded to the highest and most qualified bidder who meets the bid document requirements.

Award of Concession Agreement

Service Contracts include a variety of services—from IT support, ambulance services to window washing and snow removal. Service contracts are processed and formalized in two ways.

The Materials Management Department purchases and distributes supplies for daily operations which include electrical parts, snow and ice chemicals, uniforms, personal protection items, vehicles and other machinery.

The Airport’s Materials Management department coordinates purchasing activity with the City of St. Louis Supply Division. A Vendor Manual, Instructions to Bidders and Bid Notices are found on the Supply Division website:

Building and maintaining Lambert’s infrastructure includes design, engineering and construction related projects for Lambert’s airfield, terminals and other properties.

Contracts and Bidding

The St. Louis Board of Public Service (BPS) is responsible for the design, letting and construction management of all public works, including projects at Lambert. All projects, bidding information and contacts can be found at the St. Louis BPS website:

The Disadvantaged Business Enterprise (DBE) office is responsible for administering programs to encourage the growth and development of minority-owned businesses, women-owned businesses and disadvantaged businesses in Lambert and City of St. Louis projects to the fullest extent possible.

The DBE program includes services for certification of DBE businesses, monitoring contracts for compliance with DBE participation goals, and outreach activities to attract new DBE's.

In-Airport Advertising.
