Office of Business Opportunities (OBO) at St. Louis Lambert International Airport

The Office of Business Opportunities (OBO) administers the United States Department of Transportation (USDOT) Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) Programs, sets the agency’s overall three (3) year DBE and ACDBE goals, performs compliance monitoring and enforcement on federally assisted contracts, establishes and monitors the City of St. Louis Living Wage and provides various educational and informational outreach services to the small business community.

OBO is committed to working with small businesses within the transportation industry. OBO focuses on creating an environment conducive for small businesses to successfully compete for transportation contracts and related opportunities.

ACDBE and DBE Certification

Certification through STL’s ACDBE and DBE programs can serve as a valuable development tool. We encourage prospective applicants to attend a certification workshop offered by OBO before applying.   1. Exit at Lindbergh North and proceed through the Lindbergh Tunnel.
  2. After exiting the tunnel, turn right at the first stoplight (Missouri Bottom Rd.).
  3. Make an immediate second right to head south on Banshee Rd.
  4. At the stop sign, turn left.
  5. You will see a large brown building on your left. That is the OBO office.
  6. Turn left into the parking lot of the building.
  7. Upon entering the lobby, go to the reception desk for assistance. The OBO office is located on the 2nd Floor.
