The preliminary phasing plan identifies an approach for partitioning the terminal area. It displays the sequencing of projects that must occur for the orderly management and transition of airlines to a new, single, consolidated terminal. The preliminary phasing plan establishes the groundwork for putting the preferred concept into action, as understood at the pre-design level of study.
