FAA Moving Forward on STL’s Consolidated Terminal Project’s Environmental Assessment

FAA’s schedule looks to have the assessment completed by September 2024

ST. LOUIS, MO (January 10, 2024): The Federal Aviation Administration (FAA) has started an Environmental Assessment (EA) for St. Louis Lambert International Airport’s Consolidated Terminal Program (CTP). STL’s program recommends consolidating Terminal 1 and Terminal 2 into a single modern terminal. The CTP proposes consolidating terminal security, access and parking. This program would also include airport roadway improvements.

All these proposed improvements are subject to the National Environmental Policy Act (NEPA). NEPA requires federal agencies to assess the environmental effects of proposed projects prior to moving forward to the design and construction phases. The FAA is the lead agency in reviewing and approving the CTP’s EA. Using the NEPA process, the FAA will evaluate the environmental and related social and economic effects of STL’s CTP.

“We are very happy to begin 2024 with this news from the FAA,” says STL Airport Director Rhonda Hamm-Niebruegge. “This action by the FAA is a significant step as we continue to move forward with our discussions regarding the consolidated terminal program.”

According to the official FAA timeline, the agency could have the assessment completed by as early as September of this year. At that time, if the FAA finds that the CTP will not have a significant environmental impact, it will issue a Finding of No Significant Impact or FONSI document.

Currently, the FAA is also reviewing the EA of STL’s West Airfield Program.
